Drone control zones

A way to assert more control over drones. You build a "control hub", a small cheap building (maybe an upgrade of a Recharger). You set a radius for the control hub, and assign drones to it. Once assigned, drones will not leave that area and will only do jobs that are within the permitted radius. To possibly exert even more control, let us assign the control hub a few buildings. The designated buildings are automatically high priority for drones that are assigned to this control zone, but without sending the high priority signal to every drone in your base
