Like this? Instead of having 'off|on' state for drone delivery, something like 'off|on|empty' for pickup and 'off|on|fill' for delivery, so that drones would carry silicon (as an example) to closest free stockpile from a container set to 'empty'. Or would pick from every other permitted storage to deliver to a 'fill' storage.
